About Us About Charles Group Consulting and biography of Charles Glick, Principal and Founder Charles Glick brings nearly fifteen years of experience in lobbying, policy analysis, political and media campaigns, and coalition and relationship building. He has successfully negotiated and lobbied on some of the most complex and controversial issues facing Massachusetts.Prior to forming Charles Group Consulting in October 2001, Charles served as the founding director of government affairs for the Jewish Community Relations Council (JCRC) of Boston. During his seven years with the JCRC, he created the first government affairs office for the community, helping to define a government affairs agenda, set up a process to evaluate that agenda and create a series of events to publicize the agenda - such as a lobby day and a legislative awards event. He also successfully represented the government affairs needs of eight regional communities in Massachusetts and a dozen social and human service agencies, securing thousands of dollars in government funding and guiding passage of numerous pieces of legislation, including the state's genetic privacy law. Charles continues to represent the interests of the Jewish community through CGC. CGC has developed a solid reputation and successful track record of meaningful hard work on behalf of institutions and programs that CGC cares deeply about. In 2002, CGC led the successful effort to secure passage of the Larkin-Antonioni legislation, the most comprehensive reform of bilingual education ever enacted by any state legislature. In 2003, CGC represented the parents of children in two-way bilingual education programs in passing legislative changes to Question 2, the voter initiative eliminating bilingual education, which culminated in an unprecedented five successive overrides of gubernatorial vetoes. During the last three years CGC has represented METCO, the largest voluntary desegregation program in the country, and has been successful in securing three consecutive $2 million increases (an annual increase of 15%) for the program. CGC also represented the Massachusetts Immigrant and Refugee Coalition (MIRA) in its effort to secure in-state tuition for undocumented immigrant students, and recently worked as the lobbyist for Oíste: The Massachusetts Latino Political Organization, in its effort to create a comprehensive government affairs agenda for the Latino community. In addition, CGC successfully spearheaded the effort to pass legislation extending genetic privacy as well as separate legislation granting professional licensure for genetic counselors. In the fall of 2004, Charles served as the director of Jewish outreach in South Florida for Kerry's presidential campaign. He holds a Masters in Public Policy from the John F. Kennedy School of Government at Harvard and a Masters in Communal Service from Brandeis University.
